Issue:

The Police and Crime Commissioner for Lancashire’s Revenue Budget and Council Tax for 2014/15 and Capital Investment Programme for 2014/15 and Future Years.

Decision:

The Commissioner has:

1) agreed a council tax requirement/precept for 2014/15, and consequent Band D amount that is based on a 1.99% increase on 2013/14 levels;

2) approved a contribution from the Revenue budget of £3.333m to the earmarked Investment Fund;

3) approved a net budget requirement for 2014/15 of £266.024m and consequent council tax requirement of £62.723m and Band D council tax of £155.96 as set out in Appendix B of the report now presented;

4) agreed, on the basis of the above and the fixed ratios between valuation bands set by the Government, the Police and Crime Commissioner’s council tax for each valuation as set out in Appendix B of the report now presented;

5) agreed the 2014/15 delegated budget for the Constabulary and the Office of the Police and Crime Commissioner; and

6) approved the 2014/15 and future years Capital Programme.

Police Reform & Social Responsibilty Act 2011 – Stage II Staff Transfer

Decision:

The Commissioner has, with the agreement of the Chief Constable, approved the final Staff Transfer Scheme as as set out in Appendix A to the decision paper now presented and that

1) the final Staff Transfer Scheme be shared with the recognised Trade Unions at the LJC meeting on 3 March; and

2) the final Staff Transfer Scheme is submitted by the PCC to the Home Secretary for approval in respect of the Lancashire Constabulary area.

2013/14 Monitoring Position – As at 31 January 2014

Decision:

The Commissioner has:

1) noted the forecast revenue budget underspend of £7.7m and that this reflects an allocation of £0.215m following a successful bid to the new Police Innovation Fund;

2) noted the projected impact on the reserves at the end of 2013/14;

3) noted the favourable position in relation to council tax collection rates for 2013/14 and that one-off additional income of £0.565m will be available for investment in the next financial year;

4) agreed that a Commissioner’s strategic investment reserve be created and that the £0.114 from the 2013/14 Local Council Tax transition grant, that is currently held in general reserves, be transferred to the new reserve and that the 2013/14 council tax surplus of £0.565m be added to this; and

5) noted the forecast slippage on the capital programme in 2013/14 of £8.058m and forecast underspend of £0.456m.
