Foreword from Commissioner

It is an honour to serve Lancashire in my role as Police and Crime Commissioner, and I recognise that being elected for a third term in office is a significant privilege. The past 12 months have flown by, and we have made substantial progress in preventing and tackling crime and anti-social behaviour across Lancashire.

Over the past year, I have met with MPs, stakeholders, and community safety partners throughout the county to understand their priorities and how we can address issues in their local areas. I have also consulted with residents across Lancashire to ensure that the priorities set out in my Police and Crime Plan align with what local people expect from their Commissioner and their local police force.

It was encouraging to see the positive feedback from HMICFRS on the Constabulary’s ongoing efforts to reduce crime and provide effective services to victims. The recognition of strong leadership, effective governance, and innovative practices is testament to the dedication and hard work of all officers and staff, together with the support we have from our partners and the public of Lancashire.

Importantly, I’m pleased to see the Constabulary recognised for its efficient and effective use of resources, including the many ways in which we are continuing to reduce costs, attract additional external funding and increase value for money for the public of Lancashire.

I launched my Police and Crime Plan in December 2024, with a key focus on preventing violence against women and girls, tackling crime and anti-social behaviour, addressing serious violence, and rebuilding public trust and confidence.

This report outlines the early progress made against these priorities and the work delivered by my Office to support these efforts. I want to thank everyone at Lancashire Constabulary and in my Office for their dedication and hard work in making Lancashire a safer place for all.

I’m particularly proud of the Force’s outstanding performance in partnership working to prevent and deter crime and antisocial behaviour. Initiatives, such as Operation Centurion, have made a tangible difference in our communities, and I’m committed to providing the resources needed to continue to build on this success.

Through rigorous scrutiny and strong leadership, I will continue to hold the Chief Constable to account for delivering an effective and efficient policing service that meets the needs and expectations of Lancashire residents across all our communities.
