Issue:

Joint Independent Ethics Committee Constitution and Terms of Reference

Decision:

A report was presented at the Accountability Board meeting on 23rd May 2023 recommending a new approach to a Joint Independent Ethics Committee which will
supersede the decision made in September 2015.

Both the Chief Constable and I have considered the proposal and have;

1. Revoked the decision made in September 2015 to set up a Joint Audit and Ethics
Committee. (Decision 42/2015).
2. Approved the establishment of a Joint Independent Ethics Committee.
3. Approved the Terms of Reference for the Joint Independent Ethics Committee.

Lancashire Police Museum Constitution

Decision:

A recommendation report relating to the Lancashire Police Museum Constitution was presented at the Accountability Board on 23rd May 2023 for approval.

Safer Lancashire Neighbourhood Fund (Spring Bank Holiday Weekend)

Decision:

Through my office I have received a request from the Chief Constable for additional policing resource over the Spring Bank Holiday weekend.

I have approved the allocation of £25,143.56 from the Safer Lancashire Neighbours Fund to Lancashire Constabulary for additional policing resource over the Spring Bank Holiday Weekend.

Issue:

Collaboration Agreement in relation to the forensic Collision Investigation Network (FCIN)

Decision:

A review has been undertaken of the FCIN with business case options being proposed and a new model being implemented on 6 February 2023. The S22 has been amended to match the newly agreed business case and the amendments have been reviewed by the Constabulary's Legal Team and agreed by the Chief Constable.

I confirm that I have agreed to enter into the collaboration agreement in relation to the Forensic Collision Investigation Network after consideration of the facts set out in the report now presented.

Safer Lancashire Neighbourhoods Fund – Police Innovation Fund

Decision:

Through my office I have received 4 applications into the Safer Lancashire
Neighbourhoods Fund – Police Innovation Fund in May 2023.

Out of the 4 applications considered I support 3 applications and approved the allocation
of £8,968.50.

The remaining application is being support through another budget channel.
Appendix A outlines the successful 3 applications.

Through my office I have received 20 applications into the Safer Lancashire Neighbourhoods Community Fund in May 2023.

Out of the 20 applications considered I support the 5 projects / schemes and approve the allocation of £33,180.

Appendix A outlines the 5 successful applications and 13 unsuccessful applications.

Acceptance of Tender (Drive)

Decision:

Through my office I have received government grant funding to deliver the 'Drive' programme in Lancashire. A full tender process has been undertaken and following the required standstill period the winning tender to provide the Drive programme has been accepted.

I have awarded the contract for the provision of the Drive programme to Victim Support Lancashire in the amount of £665,905 for the period 1/8/2023 to 31/3/2025 with an option to extend to 31/3/2026.

College of Policing Memorandum of Understanding

Decision:

The College of Policing (CoP) is seeking to vary the Memorandum of Understanding (MoU) for the Force’s use of CoP learning and training materials. The current MoU was last renewed in February 2022 and was due to expire on 31 March 2023.

I have considered and approve the College of Policing's (CoP) request to vary the Memorandum of Understanding (Ref. no. SL1336) for the Force’s use of CoP learning and training materials for the period 1 April 2023 to 31st March 2024.

I have authorised the Chief Executive to execute the Memorandum of Understanding on my behalf.
